Windows 10 low FPS until restart

This is a common problem I am experiencing with my windows 10 laptop since recently I have formatted my computer from windows 8.1 to windows 10. The problem is whenever I restart Windows 10 the FPS drops to minimum. I am not able to play any games. I have tried using my laptop in different mode. I have tried different resolution. But still the problem persists. I have also tried playing some games in different resolution. But still the problem persists.

After playing games, sometimes I will suddenly notice that my FPS (Frames Per Second) is very low like 20 or even less. It has happened so many times that I have become used to it.
